Technical Services Manager MEP London - £70 to £80K Package
Human Capital Solutions are working with one of the world's largest Property Management Consultancies to appoint a Technical Services Manager (TSM), to manage the operational MEP & Energy services & systems within one of central London's most iconic buildings
A commercial Skyscraper, designed to form a centrepiece of London's inspiring skyline, incorporating workspaces, public spaces, bars, and restaurants. It functions as both a commercial office and a significant tourist destination. Standing over 200 metres tall, it is one of the top five tallest buildings in the heart of the City of London
The role:
The main objective of the TSM role is to manage the day to day running of the MEP & Energy Services within the building by fostering strong relationships with the stakeholders, ensuring consistent, seamless, and efficient standards are met, which will guarantee the client's, occupiers and their visitors can focus on their business.
You will work collaboratively with other engineers and the onsite management team, to continuously improve your technical knowledge and competencies. Sharing knowledge is key in enabling our service partners, engineers, and occupiers to provide the very best solutions
The TSM will familiarise themselves with the client's sustainability strategy and be responsible for the development of engineering policies, strategies and implementation plans that meet the building needs and exceed occupiers' expectations
You will assist in managing the MEP service partners performance, to ensure they provide the services within the scope, budget and in accordance with their contractual obligations, service level agreements and KPIs
Working closely with third party consultants across projects covering retrofit projects, energy efficiency and the general project work that will occur across the site
Requirements:
You would have worked within the building services industry and be conversant with industry standards relating to building services operations from such organisations as BSRIA, CIBSE etc
You will continue to keep up to date with all industry standards, best practice, and guidance. You will familiarise yourself with all new publications relevant to building services operations, maintenance, asset management and sustainability and provide advice to the rest of the business unit
The TSM will have experience in delivering engineering excellence through robust asset management.
Be committed to supporting the stakeholders in their Net Zero Carbon roadmaps.
Responsibilities:
- Develop and implement policies, procedures, standards, and guides for operational excellence
- Ensure that any one-off and non-contractual operational tasks are fulfilled to a high specification and within a dedicated timeframe, to include out of hours services for occupier events and special projects
- Contract Management includes but not limited to: Mechanical, Electrical, and public health systems
- Carry out all other general tasks as directed by the Client within an appropriate timeframe
- Ensure building regulations, statutory obligations, legislative compliance, and best working practice are always met
- Investigate and manage all patent and latent defects arising from projects or works
- Effectively contribute to the completion of an Activity Calendar and significant building events. i.e. Annual evacuation exercises, monthly scenario testing, audits, events, and document review
- Meet monthly with core service partners and ensure Key Performance Indicators (KPIs), Service Level Agreements (SLA's) are adhered to, and reports are completed promptly and accurately
- Ensure all contracts are maintained within the agreed budget, and seek alternative ways to improve customer service and reduce expenditure
- Be conversant with statutory compliance, health and safety risk management and any sustainability requirements
- Maintain a risk register at all times
- Produce detailed monthly reports and present to the Client
- Act as the Client Technical Lead and Advisor on all matters relating to central building services where these are operated and maintained by another Party.
- Undertake all relevant due diligence of Landlord's works and contractors to identify risks to Client's services or operations
- Assist implementing the vision and plan for the building to maintain a constantly improving environmental performance which engages the building occupiers.
- Lead energy management by maximising the capability of existing technology and systems and use of SMART building systems, platforms and data to ensure that Client's assets are being operated at optimum performance and energy is being closely managed and reported on.
- Develop a strategy that uses technology to deliver data-driven maintenance to increase productivity, efficiencies and asset uptime whilst reducing waste in all workstreams.
- Maximize energy efficiency, create, and oversee the implementation of short and long-term projects and strategies that increase energy efficiency, reduce greenhouse gas emissions, and minimize unnecessary consumption
- Ensuring compliant operation of Life safety systems and building essential services and operations.
- Be responsible for the coordination and management of the transition and handover from projects and contractors' teams over to business-as-usual day to day operations
- Undertake compliance auditing
- Prepare asset schedules and planned preventative maintenance plans
- Produce Engineering Life Cycle and Forward Capital Cost plans
- Interpret engineering reports, drawings, layouts and other visual aids
- Experience of Integrated Management Systems (IMS) and QA procedures and see that these are adhered to at all steps for all projects.
- Be accountable for the operational and financial management of projects to ensure they are delivered on time and within budget

Building Physics Engineer - To £45K 9-day fortnight Annual salary increase
As a Building Physics Engineer, you'll use your passion and knowledge in Architectural and Environmental Engineering to help model a blend of NZC buildings all around the world.
In return you'll receive 25 days annual leave, get paid to have every second Friday off (as they operate a 9-day fortnight) and enjoy a hybrid working week of two days from the office.
You'll enjoy a diverse role as you undertake urban modelling, microclimate and energy studies, environmental data analysis and conduct R&D into new or emerging technologies and modern methods of construction.

You'll enjoy consulting directly with architects and clients through all RIBA Stages 2 - 7 of a project and carry out POE's to ensure that completed projects, perform in use as they were intended to during the early design stages.

Assistant Engineering Manager
Assistant Engineering Manager - Client Side - to £45k Package ( c.20% Bonus/12% Pension)
Human Capital Solutions is working on a unique opportunity in the market to source an Assistant Engineering Manager to join an Engineering Services team within a leading global Property Consultancy.
You will begin your management journey on the Kings Cross estate as an Assistant Engineering Manager covering 2 state of the art commercial buildings, each solely occupied by a blue-chip client. There will also be the opportunity to get exposure to work on the other buildings in the estate on an ad hoc basis.
The previous Assistant Engineering Manager has just been promoted to Engineering Manager after joining the business just 18 months ago. This role will follow a similar path, you would be joining at Assistant level and be given the training and support to progress to manager within 18 months (salary at Engineering Manager level circa. £60k)
You will be predominately managing the supply chain and the performance of the M&E and additional specialist contractors. Working with the Engineering Manager you will attend the monthly performance meetings with contractors and service providers, ensure technical compliance guidelines are being met, trouble shooting and assisting the FM/Property Management team in looking after the occupiers.
The role will be based (although there is flexible to work from home) at Kings Cross multi-arts venue in the heart of London, this environmentally focused building was named the UKs 'Best of the Best'. Opening in 2008 the award-winning event space has been designed as a major arts venue and creative hub. With sections for music, visual arts and a seven floor Grade A office complex.
In addition to being an iconic mixed-use building, with a range of bars, dining areas and waterfront restaurant, it has been planned and designed as an environmentally sustainable development from the start.
Ultimately a fantastic steppingstone for someone with technical engineering management experience to move Client Side.
What you'll be doing:
- Contract Management. Organise and attend Monthly meetings with associated service partners. Attend site during shutdowns and essential works as necessary. Attend site as necessary in the event of any emergency work or call out.
- Assist the Engineering Manager in maintaining Compliance with all current legislation and recommended standards.
- Verify service partners Risk Assessments are up to date and appropriate to building and maintenance tasks.
- Bring to the attention of the building management team items that are due for test inspection and agree timetable of actions responsibilities
- Provide day-to-day technical and operational support to Property Managers and Tenants.
- Liaise with Building Management and tenants regarding operational and technical matters such as plant shutdowns and work impacting on tenants' operation.
- Support the Engineering Manager in reviewing Tenant License Applications. Review and comment on drawings, collate replies from submittals and questions raised on specification and reports submitted by the Tenants and advise the Landlord accordingly of any impact on base build operations or any technical or lease concerns. Liaise with tenant consultants on any technical or operational revisions.
- Monitor tenant fit-out work and liaise as necessary to ensure that work complies with the approved License for Alteration and reduces impact to other occupiers through noise, access, deliveries etc. Carry out random inspection of fit-out works for safety and compliance issues and report, liaise on findings as necessary.
- Undertake regular audits of maintenance programme. Review call out sheets and investigate as necessary. Review CAFM PPM sheets / reports and investigate as necessary. Carry out random inspections of PPM / reactive works completed and in progress.
- Preparation and Management of engineering service charge budgets, to include procurement as per clients' policies.
- To develop, implement and manage Environmental and Energy Conservation Programmes, (working with others where necessary) ensuring optimum usage of energy.
- Analysis and management of all engineering data/reports, ensuring that appropriate action/follow up is achieved.
- Management and development of the CAFM planned maintenance system, ensuring information, plant history, drawings and technical information is accurate and up to date.
- Review and maintain the base building asset register.
- Prepare contract documentation to include: - Tender Documents, agreements and specifications. In conjunction with Engineering Manager / Senior Engineering Manager / Client Director, manage tendering procedures.
- To ensure that the Client Director, Head of Technical Services, Engineering Manager, and Property Management are regularly appraised of any new developments or issues of a problematic nature.
